ICAS Technical Service

Our laboratory is appointed by the Republic of Armenia as ICAS Technical Service under the 1958 Agreement and the World Forum for Harmonization of Vehicle Regulations (WP.29) of the United Nations Economic Commission for Europe — technical service code 55/C, appointment No. 194-2, categories A, B, C and D, 146 UN Regulations.

A type approval obtained in Armenia bearing the E55 mark is recognised by all Contracting Parties to the 1958 Agreement — more than 60 countries, including the member states of the European Union, Japan, the Republic of Korea, the Russian Federation and Türkiye.

01 — WP.29

What the World Forum WP.29 is

WP.29 is the World Forum for Harmonization of Vehicle Regulations, a working body of the Inland Transport Committee of the UNECE, operating since 1952. It is the only intergovernmental platform in the world where harmonised technical requirements for wheeled vehicles, their systems, components and separate technical units are developed and adopted. WP.29 administers three international agreements.

The technical work is conducted in six working parties: GRSG — general safety provisions, GRSP — passive safety, GRVA — automated and connected vehicles, GRPE — pollution and energy, GRBP — noise and tyres, GRE — lighting and light-signalling.

02 — Type approval

How the type approval system works

01 The manufacturer applies to the Type Approval Authority of one of the Contracting Parties.
02 Testing and/or supervision of testing is performed by a technical service appointed by that authority and notified to the Secretary-General of the UN.
03 On the basis of the test results a type approval Communication is issued, in the form of Annex 1 to the relevant UN Regulation.
04 The product is assigned an approval mark — the letter E with the number of the Contracting Party in a circle.
05 An approval granted by one Contracting Party is recognised by all others applying the same UN Regulations. One type approval opens the markets of dozens of countries without repeat testing in each of them.

For the Republic of Armenia the Contracting Party number is 55 and the approval mark is E55. We determine and agree the content, position and method of applying the mark.

03 — Categories of appointment

Four categories of technical service activity

Schedule 2 to the 1958 Agreement defines four categories of activity for which a technical service is appointed. The requirements include demonstrating competence, impartiality and resources, among them compliance with ISO/IEC 17025 for testing activity.

A

Performing tests

Tests prescribed by the UN Regulations in the technical service's own facilities and laboratories.

B

Supervising tests

Supervision of tests prescribed by the UN Regulations where they are performed in the facilities of the manufacturer or of a third party.

C

Assessing manufacturer procedures

Assessment and regular monitoring of the manufacturer's procedures for ensuring conformity of production.

D

Conformity of production control

Performing tests and inspections, or supervising them, for the purposes of conformity of production.

ICAS Technical Service is appointed for all four categories — A, B, C and D: from testing in its own laboratory and supervision of testing at the manufacturer's site to assessment of the conformity of production system and control of serial products.

Supervision of tests performed in the facilities of the manufacturer or a third party — confirming the correctness of the methods, measuring instruments and conditions applied
Verification of the identification of the test sample and of the correspondence of the technical documentation to the actual design
Issue of test reports to the UN Regulations with full traceability of the result

Preparation of the type approval Communication in the form of Annex 1 to the relevant UN Regulation — including extension, refusal, withdrawal of approval and production definitively discontinued

Conformity of production (COP) — categories C and D

Assessment of the manufacturer's conformity of production procedures: quality management system, control plans, measuring and test equipment, handling of non-conforming products
Regular monitoring of those procedures throughout the validity of the approval
Testing and inspection of serial products, or supervision thereof, to confirm conformity of production
Issue of reports on the assessment and monitoring results

Determination of the applicable UN Regulations and the current amendment series for a specific product
Drawing up the test programme and assessing the technical readiness of the product before the official application

For each UN Regulation, within the categories of appointment, we perform: testing in our own laboratory (A), supervision of testing in the facilities of the manufacturer or a third party (B), assessment and regular monitoring of conformity of production procedures (C), testing and inspection for the purposes of conformity of production (D), and the issue of test reports and materials for the type approval Communication, its extension, refusal, withdrawal and production definitively discontinued. 06 — Procedure

How work as a technical service proceeds

01 Determination of the applicable UN Regulations and current amendment series for the specific product.
02 Assessment of the technical readiness of the product and review of the available documentation before the official application.
03 Drawing up the test programme and agreeing it with the applicant and the Type Approval Authority.
04 Performing the tests (category A) or supervising them (category B) — in our own laboratory or in the facilities of the manufacturer or a third party.
05 Issue of test reports to the UN Regulations and preparation of the materials for the type approval Communication.
06 Agreement of the approval mark — its content, position and method of application (for the Republic of Armenia, E55).
07 Assessment and control of conformity of production (categories C and D) throughout the validity of the approval.
