The scope of accreditation is built entirely around TR CU 018/2011 — this is a specialised, not a universal laboratory: all resources are focused on wheeled vehicles. Some tests can be carried out at the client's site.

Twelve directions of testing

The objects of testing are vehicles of categories M, N, O and L, and emergency call devices (systems).

Comprehensive assessment of the vehicle design

The core direction — comprehensive technical examination of the design of M, N, O and L category vehicles for the conformity assessment of an individual vehicle. It covers almost the whole set of requirements of Annex 4 to TR CU 018/2011: identification and registration plate mounting, satellite navigation equipment, emergency call system, tachograph, braking, anti-theft devices, heating and climate control, lighting and light signalling, tyres and wheels, field of vision, speedometer, belts and seats, doors and locks, injury protection, protective devices, fire safety, emissions, exhaust noise, steering, coupling devices, suspension and completeness.

Passive safety and restraint systems

Seat belts and their anchorages, measurement of the geometry of effective anchorage points, fitting of restraint systems, determination of the seating reference point (H point) and torso angle with a three-dimensional manikin, strength of door latches and door retention components, injury protection of interior fittings and external projections, rear and lateral underrun protection, strength of front underrun protective devices.

Braking, steering, stability

Handling and stability — steering wheel effort, steering self-centring, lateral stability. Steering: safety in the event of failure, electronic control systems, total free play. Braking systems — rig and road testing of effectiveness. Speed limitation devices for M3, N2 and N3. Speed measurement — speedometer indication error. Tyre pressure monitoring systems and temporary-use tyres.

Lighting, light signalling, field of vision

Installation and characteristics of lighting and light-signalling devices on M, N and O vehicles and on three- and four-wheeled L category vehicles. Forward field of vision from the driver's seat, normative vision zones, obstructed zones caused by pillars. Determination of normative test zones A and B on the outer surface of the windscreen. Windscreen washing, wiping, de-icing and demisting systems. Rear-view mirrors and devices for indirect vision. Glazing light transmittance and colour perception through tinted glass.

Noise and acoustics

Interior noise — sound level under acceleration and at constant speed, noise of the heating and ventilation system, noise of air discharge from pneumatic equipment. Exterior noise for M and N categories, L3 motorcycles and L1 mopeds. Noise at the operator's station of specialised vehicles. Loudspeaker communication quality of the emergency call device — on the HEAD Acoustics measuring system. Audible warning devices.

Emissions, microclimate, workplace air

Emissions of harmful substances in the exhaust gases of positive-ignition engines for vehicles over 3.5 t. CO and CH content in the exhaust gases, diesel smoke opacity. Harmful substances in the air of the occupied compartment — CO, NO₂, NO, CH₄, saturated hydrocarbons, formaldehyde, with aspiration air sampling. Heating, ventilation and air conditioning — thermal conditions in the head, waist and foot zones, temperature of accessible surfaces, fresh air supply, air movement, humidity. Protection against spray from the wheels.

Emergency call devices and systems

A separate technically demanding direction supported by dedicated rig equipment: automatic activation on vehicle rollover, determination of the moment of the accident and correct recognition of genuine emergency events, completeness of the device, loudspeaker communication quality, verification of subscriber terminals on the ERA-GLONASS terminal verification system and the terminal test rig.

Masses, dimensions, marking, identification

Masses and dimensions of wheeled vehicles — weight and dimensional limits for categories M, N, O and L. Vehicle marking — manufacturer's plate and identification number (VIN). Identification of vehicles by registration plates — mounting locations and geometry.

Location and identification of controls, instruments and tell-tales for categories M, N, L6 and L7. Symbol marking of controls for L1 and L3 category vehicles. Location and mode of operation of the pedals. Anti-theft devices — strength and durability for M and N categories and for vehicles with motorcycle-type handlebars.

Fitting of M and N category vehicles with liquefied petroleum gas (LPG) and compressed natural gas (CNG) systems, fire safety of the fuel system, fuel tank and filler neck. Fitting of M, N and O category vehicles with coupling devices — using a trailer coupling loading rig.

For positions where no separate method standard is established: insulation properties, safety of the design of vehicles for the carriage of dangerous goods

Priority of the technical regulation: where the normative value of the test method differs from that of the regulation, the value of the technical regulation is recorded as the superior document. All test parameters are applied exactly as written in the method; deviations and adaptations are not permitted.

Modern testing and measuring equipment

The centre is equipped with modern testing and measuring equipment covering the full range of tasks within its scope of accreditation. All measuring instruments are verified and/or calibrated and all test equipment is certified in the established manner.

04 — Quality

Quality assurance of testing

Traceability of measurements All measuring instruments are verified and/or calibrated in the established manner and test equipment is certified; the status of each item is tracked in an electronic register.
Standard operating procedures Every method and characteristic has a documented procedure for performing the test and keeping primary records: equipment with identifiers, test conditions, step-by-step procedure, the form of recording the result and the calculation.
Strict adherence to the method All test parameters are applied exactly as written in the method; deviations and adaptations are not permitted.
Priority of the technical regulation Where the normative value of the method differs from that of the regulation, the value of the technical regulation is recorded.
Proficiency testing and comparisons Participation in proficiency testing (PT) and interlaboratory comparisons (ILC) under an approved plan with proficiency testing providers.
Current normative base The stock of standards, UN Regulations and technical regulations is kept current; when the scope of accreditation is updated all procedures are revised.
Confidentiality and impartiality Client information and test results are not passed to third parties except where required by law; a risk management system for impartiality is in place.
