TR CU 018/2011 On the safety of wheeled vehicles sets mandatory safety requirements for wheeled vehicles and their components across the EAEU. A vehicle cannot lawfully be placed on the market or registered without a conformity assessment document.
The regulation covers vehicles of categories M (carriage of passengers), N (carriage of goods), O (trailers and semi-trailers) and L (mopeds and motorcycles); vehicle components; vehicles in use, in respect of Annex 8; and vehicles whose design has been modified.
Testing of vehicle, chassis or component samples in an accredited laboratory. The results serve as the evidence base for a vehicle type approval, a chassis type approval or a component certificate of conformity.
Where the normative value of the test method differs from that of the technical regulation, the value of the technical regulation is recorded as the superior document.
In a declaration of conformity the applicant itself bears responsibility for the declared conformity, and the evidence base consists of test reports from an accredited laboratory.
A document certifying that an individual vehicle complies with TR CU 018/2011. It is the principal document for vehicles imported from abroad, built as single items, resulting from individual technical work or built on the basis of a previously released vehicle. The SBKTS is issued to the applicant by the accredited testing laboratory itself (item 70(6) of TR CU 018/2011) — there is no need to approach a separate certification body.
Two lawful simplifications. Where the vehicle belongs to a type covered by a valid type approval, the certificate is issued on the basis of that approval. Where the applicant submits type approval Communications under UN Regulations Nos. 10, 11, 12, 14, 16, 17, 18, 21, 26, 34, 39, 46, 48, 58, 73 and 107, technical examination under the corresponding sections of Annex 4 is not carried out. Verification records are kept in the laboratory archive for at least five years.
A set of work ensuring the lawful placing of an imported vehicle on the EAEU market and its subsequent state registration.
Verification is carried out in two stages (item 75 of TR CU 018/2011): preliminary technical examination of the design as to whether the modification is possible, and subsequent verification of the safety of the modified design with a technical inspection.
Verification is not required where the components fitted are intended for that specific vehicle and were assessed as part of it, or are provided for by the manufacturer in the operating documentation, or where the modification is serial and made under agreed design documentation already covered by conformity assessment (item 77). We establish this at the consultation stage and do not impose a procedure where it is not required.

We review the available documents — manufacturer's certificates, type approval Communications under UN Regulations, the type approval of the base vehicle — and establish what work is actually required and what the law exempts.
We draw up the application and test programme and agree deadlines and price. A decision on an application for the assessment of an individual vehicle is taken within three working days.

We state the specific non-conformities and the requirements they contravene. After rework the vehicle is submitted again.
